Duties

Main Duties of Workman II:
(a) public cleansing duties such as street sweeping, refuse / waste collection in public place, street washing, gully cleansing, conservancy service, public litter container cleansing;
(b) removal / disposal of dead bodies;
(c) cemeteries / crematoria related duties such as transportation of coffins, handling cremated human remains, assisting in exhumation in cemeteries or related work; and
(d) pest control duties.
Notes:
(1) A Workman II works 45 hours per week (normally 6 days excluding lunch breaks). He/She is required to wear uniform, work outdoor and perform duties of an obnoxious nature or under harsh conditions, e.g. collection of refuse, removal of dead bodies, performing emergency / typhoon / other natural disasters duties. He/She may be required to work shifts, irregular hours, overnight, in adverse weather condition and in remote areas, e.g. outlying islands, border, airport etc.
(2) A Workman II is subject to posting within the Workman II grade and required to carry out different duties in other Government bureaux / departments when the need arises.

Salary

Model Scale 1 Pay Scale Point 0 (HK$15,175 per month) to Model Scale 1 Pay Scale Point 8 (HK$17,880 per month)

Entry Requirements

The post is open to both male and female. Candidates should –
(a) have 2 years’ experience or above in the past 7 years (from 11 January 2018 to 10 January 2025) in one or more of the following fields of work -
(i) cleansing such as street sweeping, refuse / waste collection in public place, street washing, gully cleansing, conservancy service, public litter container cleansing;
(ii) removal / disposal of dead bodies;
(iii) cemeteries / crematoria related duties such as transportation of coffins, handling cremated human remains, exhumation in cemeteries or related work;
(iv) pest control in public place including mosquitoes control and the use of pesticides;
(b) know simple Chinese or English; and
(c) have a pass result in the Basic Law and National Security Law Test.
(Note: Candidates will be required to pass a trade test.)

Entry Requirements (Note)

Basic Law and National Security Law Test:
All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and National Security Law. A pass result in the Basic Law and National Security Law Test (BLNST) is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.

Terms of Appointment

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

General Notes

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(g) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend trade test/interview.
(h) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the trade test/interview without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. How to apply

Application Forms [G.F.340 (Rev. 7/2023)] are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).
The new version of application form for Government jobs [G.F. 340 (Rev. 7/2023)] has been in use with effect from 26 July 2023. If candidates submit the old version form, they will be required to fill in the new form [G.F. 340 (Rev. 7/2023)] afresh and submit it within seven days upon request. If candidates fail to submit the new form [G.F. 340 (Rev. 7/2023)] within the stipulated deadline, their applications will not be processed further.
Completed application forms should reach the Contact Address below on or before 10 January 2025 with the envelope clearly marked “Application for the post of Workman II”. For applications submitted by post, the post mark date on the envelope will be regarded as the date of application. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. On-line application can also be made through the Civil Service Bureau’s website (http://www.csb.gov.hk) on or before 10 January 2025. Applicants should state in detail in the application forms their working experience, post titles, job duties and nature. Applications which are incomplete, late, submitted by fax or email or not made in the prescribed form will not be accepted. Candidates should provide all the necessary information to show that they meet the entry requirements for the post. Candidates who are selected for trade test/interview will normally receive an invitation in about sixteen to eighteen weeks from the closing date for application. This period may be longer in exceptional circumstances, e.g. when a large number of applications are received or when there are other complications. Those who are not invited for trade test/interview may assume that their applications are unsuccessful.
