Contract Accounting Manager

Duties
The Contract Accounting Manager is mainly deployed on (a) providing professional support on the financial management of the funding schemes (the schemes); (b) assisting in performing financial vetting/evaluating of the funding proposals of the schemes; (c) ensuring compliance of procedures and conditions of the schemes and the project agreements as well as the established rules and regulations of the government; (d) monitoring the financial position of the approved projects and to ensure the compliance of the terms in the project agreements; and (e) providing support on other financial issues in relation to the schemes.
Salary
$ 61,865 per month
Entry Requirements
The applicant should (a) be Certified Public Accountants of the Hong Kong Institute of Certified Public Accountants, or equivalent; (b) have met the language proficiency requirements of Level 2 result in the Use of English paper and Level 1 or above result in the Use of Chinese paper in the Common Recruitment Examination (CRE), or equivalent (Notes 1-4); (c) have at least one year’s relevant post-qualification experience (Note 5); and (d) be able to speak fluent Cantonese and English.
Note:
(1) The results of the UC and UE papers in the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.
(2) Level 4 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE) is accepted as equivalent to Level 1 in the Use of Chinese paper of the CRE. Level 5 or above in English Language of the HKDSEE is accepted as equivalent to Level 2 in the Use of English paper of the CRE.
(3) Grade D or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to Level 1 result in the Use of Chinese paper of the CRE. Grade C or above in Use of English of the HKALE, or equivalent, is accepted as equivalent to Level 2 result in the Use of English paper of the CRE.
(4) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the tests are considered as having met the English language proficiency requirement of the Contract Accounting Manager post. The IELTS test result must be valid on the starting day of the application period.
(5) Candidates should state the nature and relevancy of the post-qualification experience.
Terms of Appointment
Successful candidates will be appointed on 1 year non-civil service contract terms.
General Notes
(A) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(G) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by mail to the above enquiry address.

Application Forms [G.F. 340 (Rev. 7/2023)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk). Completed forms should reach the enquiry address of the recruiting department on or before the closing date for application. Please mark on envelope the title of the job applied for. On-line application can also be made available through the Civil Service Bureau’s website (http://www.csb.gov.hk). Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority should deliver or send by post copies of their official transcripts, diplomas / certificates and other relevant qualification documents to the department at the enquiry address within one week after close of application (please clearly state the internet application number on every page of the documents). Applications which are incomplete, late or submitted by fax / email will not be considered. Please ensure that sufficient postage is paid if the completed application form and required supporting documents are sent by post. Underpaid mail items will not be delivered by Hongkong Post.
